Congressional loaders declare that Congress will hereafter be cautious about shearing itself of its powers and even about giving them to the President. This spirit is the direct result of the fact that the Fuel Administrator's orders were signed before the Senate had time to vote on a request for the suspension of the mandate. The Senate is peevish over the thought that all it had a chance to do was to make a request for delay, unless the Food Control Bill is amended. "Never again," is the watchword among a large group, and "I told you so" is the chorus among senators who opposed the Food Bill with its broad arbitrary powers. As a result, what may be deemed an affront to the execu tive branch in t!i form of a "do-Slow" attitude on the part of Congress toward the pending railway bill is predicted.
